Beginning his career as an Assistant District Attorney, he became Senior Trial Prosecutor, then rose to become Bureau Chief in the Bronx District Attorney's Office. He went on to be appointed as Special Assistant Attorney General, Regional Chief Attorney, and then State-Wide Deputy Director for the Medicaid Fraud Control Unit of the Special Prosecutors Office, investigating and prosecuting the broad spectrum of Medicaid fraud and abuse. As such, Mr. Dembin has developed a unique insight from his vast and varied combined experiences in all forums - civil criminal and administrative - and is familiar with all aspects of litigation. He accumulated decades of experience in health care fraud and abuse from both the prosecutors and defense counsels perspective, and successfully tried and defended health care criminal fraud cases in both State and Federal courts, including the related criminal and civil recovery no-fault cases.
As a senior homicide trial attorney and Bureau Chief of the Bronx District Attorneys Investigation Bureau, Mr. Dembin dealt with a broad range of complex issues and fraud, and supervised and conducted numerous investigations and trials. Also a frequent lecturer at the Homicide Detectives Training Course, Mr. Dembin amassed considerable investigative and trial experience involving medical and forensic issues and has worked with the nations leading medical examiners, forensic accountants, arson investigators, medical experts and crime scene specialists. He was a pioneer in utilizing forensic techniques in partial identification through blood analysis, a precursor to DNA testing.
Mr. Dembin was also a Senior Litigation Partner at a major law firm for over a decade and headed its Health Law Litigation Department, where he tried not only a broad variety of civil and medical malpractice cases, but also worked with and represented leading medical institutions, prominent physicians and major insurance carriers. He represented health care professionals before numerous administrative regulatory agencies, such as Medicaid, Medicare, Health Department, OPMC, Education Department and the DEA.
During the past 22 years he has headed his own firm and has represented physicians and other professionals in New York City, New Jersey, Connecticut and throughout the United States. He has, and continues to defend numerous physicians from fraud and abuse charges, criminally and civilly, help professionals retain and restore their licenses, recover funds from Medicaid, deal with insurance carriers, hospital privilege issues, and the full gamut of challenges that confront the physician and health professional.
Mr. Dembin has lectured extensively on health law and related regulatory issues at leading medical centers, hospitals, medical societies and academic institutions, as well as the New York Medical Examiners Office, the American Academy of Psychiatry and Law, and the New York State Bar Association, Association of Hospital Administrators and the New York State Dental Society. His cases have been reported in the New York Times, New York Post, New York Magazine, Reuters, the Wall Street Journal, among others.
He has been in his own practice as the Senior Partner of Nathan L. Dembin & Associates since 1993.
