You would have to hire them privately and pay. Unless you were subject to incarceration as penalty for non payment of child support.

You have to file a petition in family court I suggest you hire a lawyer it is not easy to navigate he system otherwise.

If the child lives in Canada and there is a pending case there. Then I do not think you can open a case in New York.
