The order doesn't restrict her from contacting anyone. If she is harassing you you can get an order of your own.

So long as drafted properly and executed properly there is no need to file with the court. Not a do it yourself job though.

It is a legally binding agreement if it is signed and executed properly. It does not need to be filed with the Court.
