There is not practical review of the CBP decision so overcoming it will be hard regardless of who you hire as an attorney.

The list of the documents can be found in the correspondence from NVC. You do not need to mail in originals, only photocopies

There is no way for you to know that. It is usually done by an officer at the interview once they have determined that you case is approvable.
