This mother needs to be persistent. The father should be thrown in jail as often as possible. In the interim, get a money judgment and enforce it....

These tests are completely inadmissible in court. They may be asking you in order to rule you out.

If you paid more in child support then you had to then you overpaid and they give you a credit toward unpaid support later.

If the child has been in NY until a few months ago, then you can file for custody and visitation in NY. Otherwise, you will need to file in FL.
