I do not understand the question. What does a TRO have to do with you completing your appeal on the papers without argument?
How can i get an ACS case that was unfounded by an administrative law judge expunged. I got the case Amended and seal.

There is no expungement procedure in NY. You have done all you can. Having it sealed will mean that no one will every see it.
