If your documents state that the 2-year rule "does not apply"; then it does not apply and you are able to change status or visa, etc.

Once a Temporary injunction is dismissed, does it stay in any records and is there any impact on non-immigrant visa, travel?

Even if the temporary injunction is dismissed, it stays in the record. Travel with evidence of the dismissal.
