Yes. If the person fits the description of the person sought, the person could be arrested.

When the certificate of disposition states that a case was dismissed and sealed, does that mean that no charges were filed?

No. It means that there was an arrest and charges brought. At some point later the charges were dismissed.

My friend who is 19 is facing two controlled substance sales, both felonies. As he under 21 can he be deported?

If convicted, yes he can be deported. He should talk to a criminal defense attorney and an immigration attorney.

If the case was a felony then the Supreme Court clerk will have it. If the case was a misdemeanor and never indicted then the Criminal Court clerk...
