Provided you did not violate your terms of employment and immigration status you can apply for a new H1B It will be subject to the CAP

One year to the day you received your asylum however when you apply late they can only go back a year.

I see no reason why not. There is no prohibition for your to study on H1B and work part time or work full time and study part time.
