Based on my experience, when there is no particular reason for the delay and no documents are required, USCIS is in the process of investigating....

If I file for I-130 and I-485 for my mother while she's on a visitor visa, can she stay beyond her six months of her visa?

If your mom already plans to stay permanently, then she may have a problem if uscis suspects she entered the USA with the intent to remain here...

She has to enclose a copy of her green card, so I would recommend waiting for the card. It is a matter of 2 weeks. She should get it quickly. Good...
