Ms. Quelch was an Assistant Prosecutor for a total of 26 years, all with the Monmouth County Prosecutor’s Office. For the majority of her career with the Prosecutor’s Office, Ms. Quelch was assigned to the Appellate / Motion Unit, supervising that Unit for more than a year. Ms. Quelch also served as the Director of the Forfeiture Unit and as the Executive Prosecutor, supervising the Intake and Pre-Trial Intervention Sections. She served as a legal advisor during her tenure as an assistant prosecutor, providing legal advice to numerous law enforcement agencies within Monmouth County. Additionally, Ms. Quelch was certified as an instructor by the New Jersey Police Training Commission and acted as the primary legal instructor at the Monmouth County Police Academy for numerous police training courses throughout her career. She is a member of the Faculty of the prestigious New Jersey Top Gun school, a multi-agency training initiative sponsored by the Attorney General of New Jersey and the County Prosecutor’s Association of New Jersey.
Ms. Quelch has worked as a criminal defense attorney since her retirement in 2012. She has handled a variety of criminal motions for members of her firm and for other attorneys seeking assistance with preparing briefs. She has also filed and argued appeals of criminal convictions, municipal court convictions, domestic violence and administrative cases, usually discipline of law enforcement officers, before the Appellate Division. She has sought and been granted petitions for certification by the New Jersey Supreme Court and has argued before that Court numerous times, both as an Assistant Prosecutor and a defense attorney.
