I don't know that there is a "best" way. It seems to me that if you want research to see if you have a case, you should tel that to the lawyer. ...

The law requires a NJ address for a NJ LLC. I don't understand your question, since given the law's requirement, it seems contradictory.

I suggest you start with the VA. This sounds like it is beyond the limits of what a legal solution could provide.
Under "NJ Rule 1:4-8 Frivolous Litigation (c) Sanction on Court's Initiative", can I ask the Court to consider sanctions?

R.1:4-8 is the court rule, and the only way to get something before a court for consideration is via a motion. There is also a statute, NJSA...
