Was the attorney listed as attorney of record or did he just ghostwrite the brief? I need more information before I could offer a proper response.

Yes it may. It would be evidence of the agreement. You should attempt to get it in writing and notarized.

Can the lawyer ask a different judge to rule on a matter another judge decided?

No. The first judge's ruling is the law of the case. If there is nothing new than there would be no grounds to file a reconsideration motion.

Can I simply submit the name change information at the time of the interview? or will they make us re-file app all over again?

In my experience, they will make you re-submit. I suggest that you retain a local attorney to assist you.

It really should have the language in it about revoking all prior POAs. If the lawyer made a mistake or overlooked something, you should ask him...
