Only a recording would prove the lie. That would be very helpful, but is no guarantee. You need to speak with a lawyer to review the details.
If I plead guilty in municipal court to a D.P. that I really didn't do and was sent can I change my plea and request a hearing?

It would be very difficult but is theoretically possible. There is now way you would succeed without a lawyer.

Yes, but why? Make sure you are aware of all the consequences of doing so. You shouldn't until you've reviewed your situation with a lawyer.

My brother in law was arrested in NJ for fugitive from justice charge from Delaware. What would be possible sentences for him?

All he has to do is waive extradition back to Delaware and the fugitive charge is normally dismissed.

I read on uscis.gov that form I-130 is for filling for relatives and my relatives here are retired and senior citizen .

You just asked this question. The only relatives who can sponsor an alien are parents, spouses, children and siblings.

Tell the judge and it should be OK. Hiring a lawyer could also be helpful.
