Yes. He would be treated the same as a mother.

The the amount of child support was part of an agreement to deal with the with the debt, that should be communicated tot he court.

You cannot get married on NJ unless you are 18. There is no longer a parental consent, or court order, exception.

Permanent doesn’t mean permanent. If he is of a reasonable retirement age, such as 67, his application is likely to be granted.
