Have you consulted with any attorneys yet? if so, and you can't work out a payment plan then you should apply for a public defender.

Ignore it as well as the many follow up demand letters you will receive. Highly unlikely they will sue you in small claims court.

I was arrested for first time dui over .15, on arraignment got put into pretrial program. Will I still receive dui conviction?

If you succesfully complete the program you should not expect a conviction.
In Illinois what will happen if I don't pay my dui fines on time and I was 18 @the time

How late are you? Have your lawyer ask the court for more time to pay the fines.
