I had a judgment in my favor for my sister who will not leave the home I purchased. Why would she file for. Motion to open?

If she has to be out by July 3, then she has to be out by July 3 unless a judge orders otherwise. I cannot comment on any motion to open she filed...
Will the state I live in (CT) take my inheritance money for using state insurance (foodstamp, healthcare) & for my time in jail?

Unless the money was put into a special needs trust, then the state will likely take up to one half of your inheritance.

You need not sign anything for it to be legit. Courts don't like it when people play games with process. Just lawyer up or file your appearance.
