The short answer is the Court may make any ruling within its powers in the interests of justice.
The Court will entertain motions so long as there seems to be reason for such motions.
You say it has been a year. Has the child suffered any extraordinary adverse effects in that year? Has the child been with you in the past year? ...
Your best bet is to contact a local legal aid type office to see if there is anything that can be done for you.
