Paul grew up in, what was then, rural Northwestern New Jersey, and graduated from Montana State University in Bozeman, Montana with a Bachelor of Science degree in Zoology in 1974. Before graduating from the University of Tulsa College of Law in Tulsa, Oklahoma in 1982, he worked in Christian radio and television in Montana, Virginia, and Pennsylvania. Prior to coming to Maine he practiced law in Falmouth, Massachusetts.
