Generally yes you can sue the person if the agreement was they would pay.

Typically the state in which the debt was incurred. But the issue get complicated when lawyers argue about substantive v. Procedural issues.

Yes they may be worth pursuing. Find an attorney from naca.net. FDCPA had a 1 year statute of limitations.

Talk to an FDCPA attorney. If they are harassing you you can turn the tables on them and sue them.
