Now retired from the practice of law, Mr. Hodgkin was a lawyer for over forty years in Rhode Island and Massachusetts, advising a wide range of public, private and nonprofit clients on the regulation of financial institutions and governmental affairs. Currently, Andy offers non-legal consulting services through William A. Farrell & Associates, including in the area of bank Board of Director and/or employee training.
From 1990–2002, Mr. Hodgkin was a partner in the Boston law firm of Brown Rudnick LLP, where he co-founded the Providence office and was a member of the Firm’s Banking, Finance and Corporate practice groups. He represented a diverse range of financial institutions on federal and state regulatory issues, which included advising on the formation of several start-up banks. Also, Andy represented the Rhode Island State Investment Commission and was counsel to the Director of the Department of Business Regulation as receiver for 13 failed financial institutions during the state banking crisis of the early 1990s.
Following private practice at Brown Rudnick, Mr. Hodgkin served as a senior advisor to Rhode Island Governor Donald Carcieri, first as chief legal counsel and subsequently as the Governor’s Chief of Staff. During that time, Andy advised the Governor during the Station Nightclub disaster and was the Governor’s point person on a variety of historic matters, including implementing the State Constitutional amendment re-aligning executive and legislative powers, appointing a record number of state judges, and managing landmark cases involving gaming and Indian rights. Also, Mr. Hodgkin was extensively involved in the Governor’s wind energy, education, transportation and government reform initiatives, and was the Governor’s principal liaison to the next administration.
Before joining Brown Rudnick, Mr. Hodgkin served as Senior Vice President and General Counsel to a federal savings bank in Providence, Rhode Island, its mortgage subsidiary in Seattle, Washington, and a real estate development subsidiary, which developed major commercial office properties in five states. During his tenure, the bank converted from a state commercial bank to a federal charter, and acquired banks in North Carolina, Washington and California.
Mr. Hodgkin has taught Law of Financial Institutions at Bryant University and Fundamentals of Banking, jointly sponsored by the Rhode Island Bankers and the University of Rhode Island. He has also taught a continuing legal education program on banking for the Rhode Island Bar Association, authored and co-authored various publications and served as contributing editor for a textbook published by the American Bankers Association.
Also active in his community and with various non-profit entities over the years, Mr. Hodgkin received the Rhode Island Bar Association’s Dorothy Lohmann Community Service Award for his work with Rhode Island’s nonprofit sector.
Andy has been married to his wife, Gina, for 44 years. They have two grown children, Mark and Lea, a grandson, Patrick, and live in Barrington, Rhode Island.
