I have my State Dept. appvd J-1 Waiver reccom. Can I file my spouse-based I-130/I-485 package simultaneously w/I-612??

It is allowed, though I recommend having the waiver approved first.

I dont think you are a priority. You should file for your green card through your spouse. If you have money concerns, feel free to call my office....
