No. You can either be quota exempt and count the previous period on a H1 in the US - or apply for a new H1 if you were out of the US for one year.

If you want to work under the H1, you need to come to the US and work. Not sure why you want the H extension filed if you do not have intention of...

You cannot adjust status unless a green card petition has been filed and/or approved for you. You will need to file the 140 first.
