There is no limit to how many times you may file but previous filings will likely impact case.

Yes there are currently delays with adjudication, although you may continue to apply for benefits within the US.

Generally VAWA EADs are processed at Vermont service center but best to confirm with USCIS.
EAD extension acknowledgement receipt number doesn't match with i-765 receipt number
