I agree with my colleague - VAWA applications can take 16-24 months for approval.

You may apply 2 years and 9 months from the date of insurance of GC.

Unfortunately you are not eligible to petition for your mother in law under current immigration law.
I received mail from USCIS and it came from Potomac service center and this center has very long processing times.

No unfortunately you cannot request a service center change. USCIS may, on their own, do a transfer.

That should not be an issue and you can update I864 and provide at time of interview.
