Yes a CPR may act as a joint sponsor.
My i751 was returned to me because of filing too early.

Yes you may resubmit the entire application again.
My i751 was rejected due to using an expired form.

You must refile the I751 properly and right away.

There is a risk of travel by air with expired visa even if domestically.
