I suggest contacting the school and seeing if they will compensate for the difference between the cost of on-campus housing versus off-campus housing. You don't have to leave the country---you can extend. Contact the international student office at your university.

You will need to have a driver's license and an insurance card to leave the car lot. In theory, it is possible to get a loan without a SSN, however, the major loan companies will not give you one without a SSN.

The Fifth Amendment is only a protection against "self-incrimination." Since, you are not incriminating yourself you are not protected by the Fifth Amendment. Call the DA and ask the DA about protection options.
