EU companies opposed, based on injury potential to their competitive position, which was aided by high cost of U.S. goods. U.S. industry enrolled US Government (USTR) as advocate and over 3 years, succeeded in persuading EU staff and EU member states that maintainance of high tariff was imposing unnecessary costs on European computer customers.
