Robert S. Brams Co-Chairs Greenberg Traurig's Government Contracts & Projects Practice and focuses his practice on procurement law matters as well as providing counsel on the development and delivery of major infrastructure and other construction projects. He advises clients on claim and risk management issues arising on major projects and litigating and otherwise resolving the disputes arising on those projects. Bob also serves as a mediator and arbitrator. His clients include developers, governments and other owners, engineers, architects and contractors in a wide variety of international and domestic matters, including facility and infrastructure development, procurement, project management, public private partnerships, the preparation and negotiation of complex supply and service contracts, and project delivery.
Bob is experienced in dealing with bid protests as well as the litigation, arbitration, and mediation of construction and engineering project performance disputes, both foreign and domestic. He serves as lead counsel in project development and dispute resolution matters, including those related to: rail, light rail, highway, airport, bridge, and other transportation and infrastructure projects; embassy, corporate headquarters and other office buildings; hospitals and laboratories; retail, hotel, residential and mixed-use facilities; data centers, manufacturing plants, and school and university facilities; water, waste water, power, waste-to-energy, refining plants and dams. Bob counsels civilian and defense contractors on compliance, procurement fraud, debarment, defective pricing and suspension issues, as well as matters arising under multiple award schedules and other delivery and task-order contracts.
Bob has deep experience in managing and addressing the issues associated with the auditing/investigation of complex government contracts and grants. He has served as lead counsel on site assisting government contractors in addressing the various issues arising over the extended duration of pre- and post-award contract audits. In the immediate aftermath of Hurricane Katrina, Bob spent many months in Louisiana serving as lead counsel to a government contractor heavily involved in the recovery effort. As counsel, he provided ongoing federal contracting and compliance advice, regularly addressing the procurement and other issues associated with the expenditure of federal funds by state and local government grantees.
