The court's custody order controls. If you beiieve the other parent (who is not a member of the military) plans to take the children contrary to the court's order, you need to act. Contact an attorney NOW. If you act only after the wife takes the kids out of WA, it will be more difficult (and expensive) to get them back.

Need more facts. Do you have court imposed temporary orders? If so, do they require you to get your children's father to consent to take the kids out of state for the holiday? Do any temporary orders that give him parental time with the kids during the time you wish to be away?
