Do I have to retrain after an injury at work deems me unable to go back to my job, when I can legally retire in 3 years?

There a couple of potential answers to this question. First, there is an option called "Option B" which you could take instead of doing the retraining. That pays you 6 months worth of time loss in return for you waiving the retraining through your plan. After that, your time loss ends. In the meantime they will close your claim. You also bank your retraining dollars and can use them for retraining within 5 years. This option will be presented to you once your retraining plan is approved...

40% impairment after shoulder surgery for my right arm and was wondering what amount I could expect from a l & i settlement.

A "settlement" is not actually what will happen in your case. What will happen is, assuming you are done treating and able to work, you will get a permanent partial disability award for your shoulder impairment. Assuming that you have a 40% impairment of your upper extremity, your award would be $39,394.74 if your injury was before 7/1/07 or $40,651.43 if your injury was on or after 7/1/07. I dont understand the second Attorneys comment? If it helps I was injured on the job with an open case.

Under Washington's workers' compensation system, temporary total disability benefits cannot be garnished by private parties. The relevant statute is RCW 51.32.040(1).
