Do I have to say I was convicted of anything?

I don't believe you entered into a deferred prosecution. I believe what you are referring to is the court granted you a Deferred Sentence. Which means if you have LAB( stay out of trouble) for 2 years and fulfill all the courts requirments. At the end of the Deferred Sentence time period you can request the court to vacate and dismiss your charge of Negilgent Driving. However, until your charge is offically vacated and dismissed it is considered a misdemeanor conviction. That being said...

Can i get my moving violation ticket deferred?

Yes you can go deferred, unless you have used it before. You only get 1 every 7 years. I would also consult an attorney.

I got a speeding ticket on fort lewis, will it go on my record?

Yes---If you just pay the ticket it will get reported to the Department of Licensing and it will show on your driving record. To avoid this you must go to court and contest the infraction. If you have no other tickets on your record the prosecutor might negotiate. Otherwise hire an attorney to represent you.

Can I get a speeding ticket dismissed if I had my foot on the brake the whole time, it was a speed trap at the bottom of a hill.

The officers affidavit is going to say that he clocked you on radar going 47 in a 35. The court is not going to care about a "headache". Your best bet is to request discovery from the prosecutor's office (IN Writing) and find attorney outside the court room to review the ticket for potential issues. Just ask one of them, they should give ya a hand.
