Commissioner's are given great discretion in areas such as this so it depends on the details exactly how the court would rule if the motion was brought before the court. Your defense is that she was under an order to provide you with proof of the day care bills and she failed to do so. Depending upon the county the court is likely to ask why you didn't contact the day care provider directly. I don't think that the garnishment will be ordered absent a showing that she complied with the requirement to provide you with the receipts or statements documenting the actual amount paid. Washington state family court, child custody hearing, papers filed papers after hearing, late papers

The issue really isn't whether or not it is permissible to submit documentation following a hearing, the issue is if the Judge took the materials into consideration in making his ruling. I think most judges would never even see the documents, their assistants or the court clerks would simply file the materials in the file. Even if the judge did see the document, the question becomes if the contents of the document influenced the Judge's decision and that would be almost impossible to prove....

Couple renting house, but boyfriend is not on lease, what is the procedure under WA law to evict him

This is common. In spite of the fact that he doesn't appear to be a tenant, he can make an argument that he is a month to month tenant. My guess is that your rental agreement prohibits subleasing the premises to any third parties but you probably want to review that document.
