Washington state sentencing guideline
There are no standard ranges for misdemeanors, so in all probability, if some one has a range of 0-12 months, it is an unranked felony. As to the std range, the judge can give exceptional sentences outside the standard range, either up or down, but those are rare and can be appealed.
