Can police make an observation on private property, then give you a ticket for it on public property?

Private property or public property is not the question here. Rather was the Officer in a place he could lawfully be and observe the illegal activity. Here, if the cop could see the infraction from a public place the fact the car was parked on private property is irrelevant. Sorry, I know that's not the answer you were looking for.
