You should probably sue the management pursuant to the RLTA, RCW 59.18 (http://apps.leg.wa.gov/RCW/default.aspx?cite=59.18). It the collection agency violates the FDCPA, then you can sue them, too. http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf

Usually, you should get a protective order whenever you have a reasonable fear of imminent bodily harm. It shouldn't cost anything if you can't afford it. Regarding the particular correspondence in question, it would probably be your best bet to call the number of the attorney listed on the paper to discuss the details of your situation.
