You should contact the City of Seattle Real Estate Services Division. This is the link to their website: http://www.seattle.gov/realestate/default.htm. There is a list on that site of current properties for sale and those being considered for sale. By contacting someone in that department, you should be able to get your questions answered and see if you can get this property declared as excess or surplus property thus making it available for purchase. In Washington, property owners do not have a right to a view unless they have a view easement or there is an ordinance or other regulation which provides a view corridor and height restrictions on buildings. Without an easement or regulation/ordinance, there isn't much that a property owner can do to protect a view, I am sorry to say.
