Parking ticket issued as "traffic" infraction?

The notice of infraction for a parking citation often will indicate it is a traffic infraction however this does not necessarily mean that the finding that you committed the infraction will end up on your DOL record. RCW 46.20.270(2) provides that a court shall immediately notify DOL when "any person has committed a traffic infraction in said court for a violation of any said laws other than regulations governing standing, stopping, parking, and pedestrian offenses". I'm so sorry to hear about your ticket. That is really frustrating. You don't say what court you are in but there are some courts in the Puget Sound Region that would consider the facts you have provided and dismiss the ticket. Take all of your paperwork with you to the contested hearing to show to the judge. However, Washington law requires that any vehicle you drive is properly licensed. If you were ticketed in Washington State the infraction is treated similarly to a parking ticket. It will not appear on your DOL record. Gosh, what rotten luck. So sorry to hear about your ticket. The good news is that it sounds as though this may be a "Camera Ticket". If so, that is good because even though the fine is steep for a school zone (and by law can not be mitigated) the consequences are nil for your insurance because camera tickets are not reported on your DOL record. The answer is .... maybe. Washington state participates in the Interstate agreement that allows other states to request/receive information about your ticket in Seattle. But as a practical matter, this is not always done.
