How long after the act is commited does a person have to file for victims compensation or some other form of recompensation?

You are not going to like this answer. You are beyond the applicable statute of limitations to bring any kind of action against your former boyfriend. Revised Code of Washington 4.16.080 limits any action for taking, detaining or injuring personal property or any other injury to a person to three years from the date of the incident. You are out nine years at this point. I am sorry.
