Unfortunately, if your buyer has stopped paying and is not returning your calls, you have very little choice but to take some action. If your note is secured by a Deed of Trust, you could start a non-judicial foreclose proceeding. If your note is unsecured, your best course of action is probably to begin the process of moving toward a lawsuit.

Due to a recent Washington Supreme Court case on this issue, it is now very difficult to bring a misrepresentation case against sellers of real estate. Buyers essentially have to establish outright fraud, which is a higher burden. Depending on your situation, however, you may have other remedies available to you.

Unless you have a view easement, you probably don't have a right to an unobstructed view. If this is a planned community, there may be CC&Rs that govern this issue. Otherwise, this would seem to be an issue between your neighbor and the golf course seeing how the bush apparently was on golf course property.
