Jack Hoffman is a Of Counsel at Dunn Carney specializing in land use, condemnation, and general litigation.
In addition to his legal practice, Jack has been actively involved in local and regional land use policies. As a Lake Oswego City Councilor for eight years, he was involved in numerous land use decisions. In 2008, Jack was elected Mayor of Lake Oswego, Oregon for a four-year term.
In addition, Jack is a member and was past Chair of the Metro Policy Advisory Committee (MPAC), a committee of elected officials who advise the Metro Council. During the time that he was a member of this advisory group in 2002, Metro expanded the Urban Growth Boundary, adding over 20,000 acres, including over 4,000 acres of industrial land. As Chair of MPAC in 2005, he helped shape and implement the Regional Natural Resources Program.
Jack is on the Board of Directors of Portland Street Car Initiative, Inc. He is also on the Board of Directors of the Portland State University Institute for Metropolitan Studies. Jack is a past member of the Executive Committee of the Local District Council of the Urban Land Institute. In 2006, Oregon Super Lawyers recognized Jack as a Super Lawyer in Land Use/Zoning. Jack was selected by his peers for inclusion in The Best Lawyers in America 2011-2015 in the fields of land use and zoning law and litigation.
Jack’s land use practice includes representing both rural and urban land owners. Representative agricultural matters include irrigation ditch easements, ways of necessity, nonfarm use dwellings, Goal 3 and 4 issues. Representative urban matters include entitlements, nonconforming uses, conditional uses, comprehensive plans and zoning code amendments.
Jack has an active condemnation practice representing land owners whose property is being acquired by governmental authorities. He represented over 40 property owners in connection with the Northwest Natural Gas pipeline which was constructed from Mist to Molalla.
