When represented nby a lawyer, can he represent me in court by telephone for Sanctions?

Signing a Substitution of Attorney guarantees the lawyer will represent you. As to sanction hearing, I have never seen an attorney appear by telephone, but I have seen clients appear by telephone if arrange ahead with the court.
