Hilary Neill Rowen

Ms. Rowen advises clients on a wide range of insurance regulatory matters, including compliance issues, California Department of Insurance enforcement actions, rate hearings, rulemaking proceedings and insurer insolvencies. She also advises insurers on regulatory issues in connection with mergers and acquisitions, surplus note issuances and other transactions. Additionally, Ms. Rowen represents insurers in unfair trade practice class action and private attorney general litigation.
