Assuming you are permanently residing out of California (at least for the next 3 years) you are going to Plan B. You can obtain a license now from your State of Residence. What is preventing you from doing that now would be the HOLD that California has placed on your drivers license plus a two-year minimum suspension. The two-year minimum suspension appears to have been served already. So now you need to deal with the HOLD. You are going to call California DMV and explain that you cannot complete the alcohol program because you don't live in California and are not returning. They will assign someone to investigate your residency and once you prove that fact they can lift the HOLD and you can ask your own State for a drivers license. If you don't do this you will remain suspended for the rest of your life or move back to California and attend the 18 month DUI class. Call the California DMV at EXACTLY 8 AM at the following number (916) 657.6525 to get started. (Reaching the DMV by phone will be your most difficult part of this process!!). By attending the 18 month program in your new home State you have satisfied the court but unfortunately you are learning that you haven't satisfied the DMV.See question
