What would be cival herassment case if police arested you more then once for difrent charges hold 3 dys county release you

Keep in mind police can enforce the law if there is a crime or violation commited. It would be difficult to claim harassment if there is probable cause to enter your home or contact you. If you are in violation of code enforcement regulations and have loud animals, you are just giving police a reason to contact you.

Can I get a restraining order for my wife's current boyfriend, so he can't be in contact with our minor children?

This is a tricky situation because her boyfriend may be able to attend with her permission. Unless you can show her boyfriend is a danger to the kids, you may not be able to prevent this.
