Description: Ouellette shepherded an environmental report allowing the expansion of a Tesco Fresh & Easy warehouse and distribution center to move forward. She appealed a trial court-issued writ of mandate overturning the March Joint Powers Authority’s approval of the Tesco project in Riverside County. The Appellate Court reversed the trial court’s ruling in its entirety and upheld the Authority’s approval. The Authority oversees redevelopment of the former March Air Force Base.
