Richard John Messer

Richard J. Messer has over two decades of construction law, business litigation, and insurance defense experience.

Mr. Messer’s practice includes general business litigation, general contract disputes, commercial construction contract disputes, government contract claims and various insurance defense matters. Such practice includes but is not limited to construction contract disputes (both prosecuting and defending); public and private works-and attendant litigation where necessary; extra work, change order, delay and disruption claims; bond claims, stop notice and mechanics lien rights; contractor and subcontractor listing and bid protest issues; contractor and subcontractor contract drafting and negotiation issues. Mr. Messer has been involved in numerous successful trials, arbitrations, mediations and appeals over the past 25 plus years.

Mr. Messer practices before both Federal and State courts as well as administrative boards, including arbitration and mediation. Mr. Messer is admitted to practice in the State of California and in the U.S. District Courts, Southern, Northern and Central Districts of California; U. S. Court of Appeals, Ninth Circuit and U.S. Court of Federal Claims. Mr. Messer has previously served as an arbitrator selected by litigant parties for San Diego Superior Court cases.
