Statute of LImitations on Payment of DUI fines?

Your friend made a promise to the court to pay the DUI fees. I don't believe that there is a statute of limitations defense to the court's attempt to collect the fee, however you should contact a civil attorney who deals with debt collection to double check.

California 242-243(e)1 charges filed. What can I do to assure the city attorney he shouldn't drop it to a 242 as a plea bargain?

As a former DA who handled these types of cases, the first piece of advice I would tell you is to call the Los Angeles County City Attorney and get a victim advocate. The victim advocate will be able to keep you updated on the developments in the case and will know what the status of the case is. Often times you can make an appointment to meet with the victim advocate, investigator and prosecutor assigned to the case. Need lawyers take care of speeding ticket

There should be a qualified traffic ticket attorney in your area. Do a quick search on avvo.com or google and you will find many Utah based attorneys who will likely take your case. There are many defenses available to you and since you no doubt have a commercial license, it would be worth it to fight this ticket and avoid getting points on your driving record. I am a Los Angeles Lawyer and handle traffic tickets in California.

What is the usual fine for being issued a ticket for throwing a cigarette out the window while driving in California?

You can always ask the judge for alternative sentencing, however it really depends on the judge and the facts of your case. In general, when you have unpaid fines you are able to serve them in jail or work them off with community labor at a rate provided for by the court. It won't hurt if you ask the judge for more trash picking time (community labor) but the discretion remains with the judge. Is there a way to satisfy front license plate requirement without drilling into bumper?

I've seen this problem with Corvettes and other sports car owners who don't want to drill into the front end of these fine cars. You inclinations is correct, as they probably didn't design you car to have bolts drilled into the front of the bumper. I have seen owners adhere plates to the front of their car with adhesive foam or a small amount of velcro with an adhesive base. You need to contact a good Los Angeles County DUI defense attorney if he is charged with another DUI in this area. To answer your question specifically, a third offense DUI with probation is charged under Vehicle Code section 23548 and results in a Jail sentence of 120 days to 1 year and Fines of $390 to $1000.
