In today's technology laden world, the location of class counsel is not as important as it was years ago. Many class action firms practice nationally. What is more important is the experience of the particular attorney/firm in the employment class action area. Look for counsel that have success in certifying and (in my view) trying employment class actions.

Before I can answer your question I would need to review your rental agreement to determine UHaul's rights and obligations with respect to the processing and payment of tickets. While there may be claims under California's Consumer protection laws, the contract could determine your rights and relief.

If your model was part of the class action settlement and you did not opt-out you are probaly bound by the earlier settlement. If it is a later or different model you can pursue your claim in any appropriate court.
This is too complicated of a question to answer on this Baord. I would strongy suggest you contact a class action specialist directly.
