    Description:
    Sheriff improperly denied my client a concealed weapon permit without notice of the subject matter of hearing and in violation of client's due process / constitutional rights. District Court upheld Sheriff's decision. Court of Appeals found Sheriff's decision not supported by evidence and procedures violated Copley's due process and constitutional rights. Court of Appeals reversed and remanded. Published Case 09 CA 469. ***After years of government practice, this was my first published opinion representing a citizen against the government.

    Douglas County attempted to stop annexation of property into the City of Aurora in violation of the Municipal Annexation Act of 1965. Douglas County District Court upheld action of Douglas County. Court of Appeals reversed on appeal. Published opinion. 01 CA 1380.

    Description:
    City adopted fire safety standards setting forth dispersal requirements for trailer homes (10 feet side to side, 8 feet side to end, 6 feet end to end). Trailer Haven sued City claiming the safety regulation constituted a taking of their property. Court held safety regulation with benchmarks for complaince was constitutional and did result in a taking. District Court upheld regulation. Court of Appeals upheld regulation.

    Description:
    Christal's (an adult shop) sued City of Aurora to enjoin enforcement of sexually oriented business (sex shop) regulations. Regulations prohibited on premises consumption (video booths) and limited amount of floor space to be devoted to sexually oriented materials. Sex business sued claiming unconstitutional deprivation of their 1st Amendment. District Court upheld regulation. Court of Appeals upheld regulation. Published Opinion 03 CA 0425.
